Fonts are works of art and are protected by copyright. Technically it would be easier to embed an exact replica of a font, but in order to avoid legal troubles macr chose to alter the fonts when embedding them.
This was discussed when director got font embedding (d6 ? d7) and there should be a technote about his at www.macromedia.com (The last time I checked it /support was accessible with "unsupported" browsers like opera)
