I've neverincluded a lingo.ini file when distributing my stuff on a CD (Windows), but things have always worked. Is it really necessary to do this?
I think the most common use was to open xobjects at startup, like fileio.dll, which is no longer necessary.
Although, if your projector resides on the user's harddrive, it provides a handy way to change the behaviour of the project. Like switching soundDevices.
