You'd really have to put the buttons behind the video, and do a mask. Then
the video would also have to get the lingo for the mousedown according to
the button rects, so you're really faking it.

Another possiblity is using Flash MX, putting a video into it (ie .flv) and
dropping flash buttons on top. I've used this quite a bit and surprisingly
enough flash with video is pretty snappy in director.
