Hello Juan, This was by design, though perhaps it was the wrong decision. The goal was to encourage migration to SAPI5.
The Xtra's file size is twice what it would be if only SAPI4 or SAPI5 was supported. As Microsoft's SAPI5 software development kit, and code API's are much easier and cleaner to work with we thought it best to lean a bit toward SAPI5. Hence, the Xtra gives priority to SAPI5 as a nudge to developers to spread the SAPI5 usage in the community. Clearly, for us, developing for only one is best. However, what is best for the users such as yourself may have been slighted by the decision. I have heard from others with the same concern as you. Microsoft began installing SAPI5 as of XP. It is their new implementation and we wish to proceed in the future with developing with SAPI5 and deprecating SAPI4. So, ultimately I can only say that it was the simplest, cleanest path for development as it greatly reduces the overhead that the xtra must manage. Presently, I'm not aware of any changes slated for the Xtra in the next release. I wish I had better news for you. If your project allows it in the budget, there are some fine Speech Xtras available from third party developers.
