When the user drags the keyboard over the scroll bar, it slides under
the scroll bar. I imagine it's because the scroll bar, being a system
scroll bar, is dts, and no matter what the zLoc of the keyboard, it will
always appear under the scroll bar.

Ideas on how to get around this?

The only thing that comes to mind is an ugly kludge. Assuming you can grab an image of the text sprite including the scroll bar, you might swap in a mock up of the scolling text while the user is dragging the keyboard sprite. When the user lets go of the keyboard, restore the scrolling text sprite. (Then go take a bath. :)
