More info:  Netscape 4.03
When I loop through the external parameters I see:
src
bgColor
width
height
swRemote
swStretchedStype
type
plugins page

in IE I only get 4 results 1 of which is my custom sw1 param.

This leads me to believe that the param list is hardcoded in Netscape (or at 
least in the shockwave plugin version this browser is using?)
