The help file is excellent for Buddy API. You'll find it in the Xtras menu. 
Look for:

baVersion()
baRunProgram()

There's a Check Quicktime Version script available on 
http://www.mediamacros.com that uses BudAPI.

This is up to the QT installer. I've heard that you can use a .ini file to 
reduce the number of dialog boxes during the installation, but I doubt it 
ever goes down to zero. Back when we were looking into using QT3, Apple 
support sent me ini settings, but I couldn't get the count down to less 
than 10 clicks. We hadn't actually licensed it yet, so mileage may vary 
once you do.
