I may be a bit late, but I did not see this answer to the problem of keeping
the jpeg compression rate in shockwave.
You must set the import type as "original file import" (I have the german
version)
Initially, the film is bigger in its .dir form, but when you shock it, the
jpeg has its original compression.

I have made shockwave films with pictures compact this way.
