Split your page into 3 horizontal frames.
Make the top and bottom frame relative at "*" size, and the middle fixed 
at "480".
Stick a 1 cell table in the middle frame, with centre align. Stick your 
shock in this.

If the user resizes the window, the frameset should take care of the 
vertical spacing, and the table should take care of the horizontal align.
