Try http://www.jamsoft.com/tmpgenc/. It creates the best MPEGs that are
VCD, SVCD compatible, and it's free.
Also check http://www.vcdhelper.com/vcdtools.htm. Although the site is more
for VCD, but it has a lot of stuffs relating to video in general.
