I found that soundForge 4.5 and SoundForge xp 4.5 does the trick. This is what you do.
When you import a sound file like aif or wav into Director, you first must set the editors to be SoundForge for the IBM or SoundEdit for the Mac. When you open that sound cast file in the chosen sound application within Director you can add/remove or manipulate cue points. But it has to be opened first within Director.
