You should consider the frame rate a request--and a maximum--but not a 
command. If you set your movie to 60 fps, it won't go over 60, but it may 
do less.

Director won't deliver a guaranteed frame rate. Instead, it guarantees to 
do everything in the frame before advancing. You could conceivably set your 
frame rate to 999, but get less than 1 fps.

There are better ways of guaranteed timing. Check out timeout objects, 
under "New" in the Lingo Dictionary Help.
