I have used file i/o to create word documents with user inputted data. I 
would create a file and call it a file.doc (which would register as a word 
file) and store it in the my documents folder.  The user would attach it to 
email, copy it into email or fax it. Maybe you can create an outlook document 
and have director store it in the inbox of outlook.  Then when the user opens 
outlook and clicks send/receive it will send the email. Good luck.
