It doesn't exist yet for Flash 5. Flash 5 is newer than Director 8. You can
use the Flash Asset Xtra that comes with Director with Flash 4 files, though.

There are zillions of things that can cause this. I'll mention one that is
not obvious to most people, though. If you're using D7.02 and the Flash
Asset Xtra that came with it, you could run into problems. There's a newer
Flash Asset Xtra (still only supports Flash 4) for D7.02 available at:
http://www.macromedia.com/support/director/xtras.html
Otherwise, I believe there may be a section in the docs with hints for
optimizing a project. If not, try searching for "slow" (no quotes) at
http://www.macromedia.com/support/director/
