At its most basic level, yes.
HTML has a basic shortcoming--it mixes data and processing instructions.
XML is a way of separating out the data--you could think of it as a
database. That data can then be shared between programs. Microsoft Office,
for example, exchanges data between programs via XML. When you import a
spread sheet into Word, that's travelling via XML.
You can use the XML for a Web page, for a book, as a database--it's just data.
