To use Flash graphic in D8 you must:
1) export Flash movie (In Flash: File > Export...)
2) and then just import it to D8
(it's simple)
To import some graphic from Illustrator you must for example:
1) import it into Macromedia Freehand
2) and then save it as Freehand's file
3) import this Freehand's file into D8
You have wrote about something like background image (bitmap I think) in Vector Shape
window. In my opinion there is no way to make it. I know that it could be very useful
but... :-)
I think you want to make some more interesting shapes than lines, rects, circles and
so on BUT Director's Vector Shape tool is not useful for this. Much beter is Flash,
Freehand, Illustrator; Director is created to manage the media (BMPs, MP3s, 3Ds,
TEXTs, VSHAPEs,...) by Score or/and Lingo not to make 3D models OR Vector Shapes.
