Juan,

Generally you need to find out as much as possible about what the program 
needs to do, then you need to set about designing it, arranging for the 
artwork, and then building it.  Unfortunately, your question is a little 
too general, along the lines of "how do you design and build a house" and 
then "how much do you charge for the house"?

Start with something small, then work up.  Chances are if you're asking 
these questions, you're at the beginning of the learning curve, so don't 
bite off any project you can't quite envision in your head yet in full.  As 
time goes on and you get experience, you'll be more and more confident in 
what you know you can and can't do.

What should you charge for a project?  Well, it's usually a combination of 
a number of things, but the most obvious one is time.  If it'll take a year 
to complete, you should charge more than if it'll take just an 
afternoon.  Costs range from free to, in theory, millions, though 
undoubtedly most projects are not worth millions.

Things to take into account are:
1) How much time it will take...
2) Is there a decent set of requirements, or are there a lot of things to 
be decided still?
3) Your level of experience - it may take three days, but is that a factor 
of the workload, or just because you don't have the experience to do it in 
one day?
4) Supply and demand in general, and for your services in particular.

Rates can be anywhere from $15/hr to $500/hr based on where you are on the 
food chain and where your experience is, and what you bring to the 
table.   Some people will do projects for little or no money while they 
build experience.  Others luck into a good-paying job right away.
