A user's level can be set from 0 to 100.  The meaning of the level in terms
of command privileges is defined in the MULTIUSER.CFG or <movie>.CFG file
on the server.  The default values are found by reading these files which
are installed with SMUS.

The general defaults are:

20 - few (guest) type privileges
80 - reasonable (registered guest) privileges
100 - total (admin) privileges

but of course, those are totally arbitrary.
