In general, anything that is clickable should be its own sprite. 50 sprites is not an excessive number. Exceptions include cases where you have thousands of sprites or many similar items in a uniform grid. A map of the US doesn't meet the criteria for exceptions. Using 50 sprites will make your like much easier, trust me.
