Yep, I've done it. You'd think I'd get the syntax right, though, wouldn't you?
It's actually:
goToNetPage("javascript:Window.open('index.html','_new','status=yes,scrollbars=no,resizable=yes,width=210,height=80');")
JavaScript is case sensitive, by the way.
