I agree with you both - I'm not talking stealth - I'm talking about
working around complacency. Its USAID stuff to USAID field staff ...
which means people who simply DON'T send evaluations, simply DON'T
respond to emails ... they are all over the world and my main concern is
that they wouldn't have the connection at the moment and having to
interact with the interface would interrupt their useage.
