I've seen the error you're getting even when not trying to mess with
INI files, so I think that part is just misleading. I can't remember
what the problems were for me, but they were something like being out
of hard drive space, or working on a drive that didn't have a letter
assigned to it. In any case, check around for other things that may
have changed on your system.
