Most PC's, yes. Some older video cards require a reboot.
Buddy API has some functions to check if a card can be reset on the fly,
and to reset it.

The function that checks to see if the video card can be reset on the fly
depends on info from the driver, so if the driver is buggy, you could get
the wrong info.
The safest course is to check, then ask the user if it's ok.
