hello,
you are confusing two things here: the datarate of your CD drive (is the
data going to reach the CPU in time ?) and the power of your computer (will
the CPU be able to decode all the data at a fast enough rate ?). we use, for
a X-platform dual speed drive, a datarate of up to 200 kB/sec. If playback
requirements include Pentium 1, we use only up to 80 kBs  for the
sorensen-compressed video (watch out with VBR, test it !)
if you do the same for sound, keep in mind that some drives have a problem
streaming two things at the same time (even if the combined datarate is way
below what it should be able to handle)
codecs shouldn't interfere with cuepoints.
