It sounds like a drop-down list is what you are looking for. Look in the
library palette of pre-cooked behaviours (Window -> Library Palette), select
"Controls" from the drop-down at top-left then drag the Dropdown List
behaviour into your castLib. Only works with field members. Other options
involve xtras.

Yes, to a degree. Most people use bitmaps, so there is full control over all
aspects of appearance etc. Lingo drives the rollOver and mouseDown events.
The in-built button cast member types allow a degree of control, but that
amounts basically to text displayed, text and background colour, size but
not shape.
