IT equipment uses almost as much energy idle as when running flat out, so turning off the camera is not going to make a significant difference. The way we could reduce energy use is to have off peak discounts for using data, so less equipment is required.

ps: It might be worth giving the kids limited bandwidth during school hours, so they would have enough for schoolwork, but not for online game playing or representational videos. ;-)
