The line between a Takeover Warrant and the act of entrapment needs to
be clearly spelt out.  Certainly that Warrant should not, of itself,
exclude or excuse entrapment.

The contention of ACIC is that all downloads of, as one example, Wickr
have been done by criminals. Which is a nasty accusation to make of a
past Prime Minister, and one wonders about ACIC's evidence for the
claim.

There is no such principle of law, or of law-making.

For example, the advance in technology of the motor vehicle made
some crimes, such as armed robbery, much easier.  ACIC
would have had motor vehicles banned by their 'principle'.
