A Certain Party walked into the office yesterday morning to announce that we 
could generate a personal QR check-in card instead of using a mobile 'phone - 
see https://www.service.nsw.gov.au/transaction/create-covid-19-check-card

The card can be downloaded and printed on the spot after entering one's 
check-in details, and a copy (which is probably clearer and more robust) sent 
by post if the relevant box is ticked.  I don't remember any obvious 
authentication process, but maybe the name provided is checked against the 
State Government address or property databases.

This reverses the established order of things by requiring retailers, rather 
than their customers, to have a QR reader, and I suppose retailers can't 
collect more information than currently.  If no reader is available, the onus 
seems to be on the staff to manually enter the data.
