Ask an epidemiologist. Which is presumably what the Australian Government did before following the UK:

This will cause some inconvenience for travelers. But I don't think this will deter many, and particularity not international students.

However, I waited until a test was not required, before traveling internationally. Just getting the electronic vaccination certificate was a lot of work, even when I had the vaccinations (the name on my passport did not match that on my Medicare card).
