Technically, China hasn't banned online studies. They had a longstanding reservations about qualifications based purely on online study. This was waved due to COVID-19, but the waiver has now been lifted. https://blog.highereducationwhisperer.com/2023/01/back-to-campus-says-chinese-government.html

There are provisions for students who can't get back to campus and has to study online. One example given is students who were studying in Ukraine and can't get to campus due to war.
