A typical long range fishing boat can carry a few hundred people. You would need something like Icon of the Seas, the worlds largest passenger ship, to carry 10,000.

I have suggested the Australian government buy more support vessels, paint them with orange stripes, and call them a "Coastguard". They would not look military, but be able to intimidate fishing boats with their size, and drive them off with remote controlled water cannons.
