I would bet that the push for this is actually coming from corporations who want to protect their dirty secrets in off-shore "embassies", destroying discovery in legal proceedings. The Panama Papers and similar leaks have caused them some inconvenience and even some minor harm. First they'll push the idea that "nations" need this. Then they'll say "we need this too". Or just do it while nobody's paying much attention.
