The Colombo Plan was a cold war initiative to train people from
developing nations in western universities. The aim was they would then
go home and take on positions of power, while having a favorable

Australia runs a "Reverse Colombo Plan", sending Australian university
students to countries in the region, to aid cultural understanding.

China now offers low cost university education to those who can't afford
a high cost Western university. I have suggested Australia run an online
version of the Colombo Plan to provide low cost education in our region.
The Secretariat for the Colombo plan is still in Colombo, so I presented
my proposal in Colombo, in 2018.
