This sounds as screwy as our East/West Link project in Melbourne, but we can't get the business case because it's deemed commercial in confidence last I heard. So now the govt is backtracking and saying they are going to also do this range of rail improvements as well, because the marginal seats are guess where: along the crappy overcrowded lines!
