It's not clear to me that this isn't a straightforward competitive response to iiNet using WLAN in the CBDs as its mobile phone strategy (as it's a major carrier lacking 3G/4G spectrum license).
iiNet could use that to market an Optus-based mobile product with iiNet WLAN offload, offering consumers a better data-intensive deal than Telstra.
