Yes, but to date I've not found any. (There used to be some, but that was only because there was a planning cycle that each individual card-issuer was going through, and some took longer periods than others). If anyone can find one, please broadcast the fact to all and sundry (or tell me, and I'll do it). A colleague in the banking industry of a major Western European economy is appalled at the Australian arrangements, and assures me that no such 'instruction' could be given by Visa and MasterCard to financial instututions in that country, and no such design would be accepted by them.
