The greenhouse effect is about energy retention; temperature measurement 
is only a proxy for energy and not a good one at that.
What really matters is the energy build up and that can manifest itself 
in many ways such as chemical, biological, kinetic, potential etc. 
Temperature readings (which are actually quite hard to make reliably) 
could go down but energy retention go up.

The worst effect is likely to be changes in weather patterns and more 
intense weather systems.

You'd expect the Minister for Science to understand simple science like 
that. Oh, wait. Australia doesn't have a minister for science.
Putting science under the Minister for Industry is just dumb. And 
embarrassing.
