But it does define ministerial responsibilities. Ministers are not 
attracted by the thought of delegating key aspects of their portfolio to 
someone else, especially a potential political rival.

The debacle of the Fahey/Howard whole of government outsourcing 
initiative did nothing to encourage such thoughts.
