What a mess. Poor guy who had his first filing reduced because of 
impersonation, then the second after things were 'fixed'. 

It's so nice that ATO is "considering" increasing security. There is something 
wrong in the architecture if this is possible and happening to so many. But to 
require "passports" in order to interact w/ government is bizarre.
