The ACMA database at https://www.thenumberingsystem.com.au/#/number-register/search which you mentioned doesn't currently do this, though it could no doubt be extended. But downloading a file which may be frequently updated seems a little clumsy, and the data would have to be fairly stable. A central database which can be queried on the fly like the DNS system might be a better solution.
