The critical question is how we define "intelligent", artificial or natural.  
Human beings are conscious and have perceptions, and they can exercise ethical 
judgement.  Until we can explain how conscious arises and then reproduce it in 
a machine, I suggest all computer systems are just variations on "adaptive 
control systems".
