I'm not sure what this sentence means:

Apart from the 'of' for 'for', does 'eligible voters' mean *any* registered 
voters, or only those with an impairment?

The great thing is that, with no government ever prepared to admit that an 
election has been compromised, we're unlikely to ever know when systems have 
been penetrated.
