Interestingly, one of the reasons for the ABS issue was recommendations from a oversight committee. That committee saw substantial savings in moving the ABS to a web-based census and made that one of the performance criteria for the incoming Australian Statistician. The only way for the ABS to deliver that capability for the upcoming census was to use the external systems integrator it has previously used for a small trial at the previous census.
