The terror reorg is primarily about Turnbull's terror about his right wing 
rather than the Australian public's (government- and media-induced) terror 
about occasional acts of violence.

Among the many elements, some rather odd, it's reported that the Australian 
Cyber Security Centre (ACSC) is set to quadruple in size to about 1000 people.

Has anyone seen any evidence of value for money from ACSC?

Has it promulgated anything resembling a set of practical baseline security 
guidelines that micro-, small and medium business can implement?

Is there anything comprehensible and practicable even for large business and 
government agencies?  Financial services organisations have some of their own.  
And I'm familiar with the ISM and the Top 25 / Top 4.  But I'm not convinced 
that this provides the platform that's needed.
