You can understand the attraction of trialling autonomous vehicles in a place 
where the victims probably didn't have long to live anyway.

But I'm still thinking about the choice of a breakwater. 

Maybe the idea was that the able-bodied will be able to avoid harm by jumping 
into the water?  But my memory of the location is that the outer wall is 
steeply-sloped rather than vertical, so there could be some heavily-bruised 
able-bodied people in the area shortly.
