Simple solution: the RAAF has Boeing C-17 Globemaster III military transport aircraft, large enough to carry a bus. The PM could roll out, with the Thunderbird's theme playing. ;-)
More seriously, in "Australia and the Pacific: A new chapter", at Townsville yesterday, the PM mentioned Australia providing vocational education to young Pacific islanders: https://www.pm.gov.au/media/address-australia-and-pacific-new-chapter
This could be expanded across the region and into higher levels of education using mobile learning. I will be outlining how to do this at the IEEE 7th International Conference Teaching, Assessment, and Learning for Engineering (TALE), in Woolongong, 4-7 December: https://blog.highereducationwhisperer.com/2018/11/blended-learning-for-indo-pacific.html
