It is the job of the Australian Government to work with telcos before disasters, not just try to blame them afterwards. If the Minister wants a higher level of reliability of the network, he need to consult the telcos, work out who is going to pay for it, and then put legislation before Parliament to make it happen.

After the main supply fails, back-up power kicks in but soon requires re-fuelling by technicians ...

Sites could be powered by renewable energy (wind and solar). But this
would increase the cost. There would be a trade-off against installing a bigger fuel tank.
