I asked the same question on Twitter to NBNCo. The answer was ambiguous.

Pretty much spin. My reply:
Thanks, Amy. It was a 'yes' or 'no' question. Lose the spin and THEN
add the explanation. So far, I don't know the answer yet. Has more
backhaul been added? Can you even ADD any capacity?
