The download number is irrelevant. The interesting number is how many people have registered, or better, how many people are actively running the application. The number of active instances can be counted because the application has to check in with the server every 2 years to fetch a new temporary ID (which is what it broadcasts on Bluetooth).

However this number will not look so good for the government because of the problems with background applications on iOS, among other reasons.

In online forums I have read of people uninstalling the application simply because they don't like the persistent notification that is present on Android. This is surely the ultimate first world problem. My understanding is that the notification is required by Android in order for the application to keep running, ie it's not a deliberate choice of the developers.

Some people have also reported the Android app interfering with their Bluetooth headphones, and interfering with updating of other apps from the app store.
