Yes.  Bluetooth is considered by Google to be part of location services.
 I believe some places like large buildings and tollway tunnels have
bluetooth beacons so your phone/google maps doesn't get disoriented
underground or inside.  The government pinky swore it wasn't logging
location data but.  You can still disable most apps that want location
but maybe not parts of the system.
